Its so simple just follow the steps below, but if you are already infected with a virus saying " your Task Manager is disabled by your administrator, the least thing to do is format your computer because if your going to do the 1st step, the virus will not allow you to run the command anymore.
Here's the trick, just type what is shown below
1. Go to Start –> Run, and TYPE Regedit.
2. BROWSE HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\System
3. create a new Dword Value “DisableTaskMgr“, then
4. To Enable it, give a value of “0“, and to Disable it, give it a value of “1“

it is not advisable to mess with the Registry settings.... before tinkering with Registry be sure to back up...
Else, install an anti virus that will get rid of the computer virus.
